I don't know what was the author's intention but here is what seems like a cook:
-1. Ba6xRb5+ Rb1-b5
-2. Rb5-b6+ b2-b1=R
-3. a2-a4 a3xQb2
unpromote bBa1 on e1, unpromote bRa5 on b1, reconduct bP on b3, retract wPb2xBc3 and everything unlocks easily with the retraction of bPd4xBe3 and the unpromotion of some bl. unit on h1.

Black caps are axb, g7xf6 and White caps are hxg and cross-captures on b-c. For balance, Black promoted his Ph7 on h1 and White promoted his Pa2 on a8. The position unlocks by retracting bPa5xb4 (not bPa4xb3 !!) after we unpromote wPa2 and reconduct it on a4. Hence wBe8 is the original wKB and it is the wQg6 we must unpromote on a8.

Retract -1. Qe3-e4+ Nh6-g8 -2. Na3-b1 Qg7-g6 -3. Bg8-h7+ Bd7-e8 -4. Nc2-a3 Qf8-g7 -5. Ne1-c2 Qb8-f8 -6. Ng2-e1 Be5-f4 -7. Nf4-g2+ Bc8-d7 -8. Re4-d4 Bd4-e5+ -9. Re6-e4 Qa7-b8 -10. d7-d6 Qb8-a7 -11.
